IACUC/OAW Inspection Information  

The IACUC directly conducts or is associated with many different inspections related to animal care. Educating the research community on the scope of each type of inspection is an ongoing goal of the IACUC leadership. Some of the inspections you may encounter are IACUC Semiannual Inspections, Post-Approval Monitoring Inspections, or Investigator-Managed Housing Inspections. The Office of Animal Welfare has created a webpage (http://www.research.umn.edu/iacuc/guides-regulations/OAWInspections.cfm) that describes these inspections and also has links to the checklists used during the inspection process.  We hope that this will serve as a useful resource for you to familiarize yourself with the inspection process.

Why does the IACUC ask for the grant Vertebrate Animal Section?

As part of your protocol submission, in section 0G of the ACUP form, you are asked to submit the Vertebrate Animal Section from your grant if your work will be funded by NIH (this obligation is a requirement of the NIH, see http://grants.nih.gov/grants/olaw/faqs.htm#proto_10).  The purpose of this request is to fulfill our obligation to ensure that the work described in the protocol is comparable to what is described in the grant.

Since it is the protocol (not the grant) that is the PI-IACUC agreement for animal care and use, inclusion of the Vertebrate Animal section from the grant does not represent a sufficient description of the proposed animal activities.  A thorough and complete response to question 3B of the ACUP form is always needed to provide a sequential description of events for animals in each treatment or study group.

AAALAC Site Visit June 23-26, 2009

The AAALAC site visitors concluded their review of the University of Minnesota's Animal Care and Use Program by saying that they intend to recommend FULL ACCREDITATION.  Although only the full AAALAC Council can give the final word on our accreditation status, and that won't happen until this fall, we are confident that Council will concur with our site visitors.

This would not have been possible without the involvement and assistance of the entire UM research and education community.  The AAALAC team visited over 50 research laboratories and spoke with staff about animal use, occupational health and environmental safety, and awareness of IACUC policies.  They were impressed with everyone's candor, knowledge, and efforts at compliance.  They visited all of our housing facilities and were impressed with the sanitation, organization, and compassionate animal care.  They reviewed many IACUC protocols, inspection findings, program review reports, and policies and were impressed with the thoroughness of the procedures and with the knowledge and involvement of IACUC members.

You and your staff members were essential to this outcome.  Your hard work, dedication, and compassion on behalf of the animals used in research and teaching at the University of Minnesota was clearly evident.

New Change in Protocol Form

05/08/09 --A new form has been created that can be used for all change requests to approved Animal Care and Use Protocols (ACUPs). This form can be used for minor changes or significant amendments.

Revised Controlled Substances Appendix C procedures

06/09/09 --The use of Appendix C in ACUPs has changed. The Office of Regulatory Affairs no longer approves the use of controlled substances for research. However, ORA continues to maintain a database of Unit and Location Registrants. Therefore, if you are using controlled substances Appendix C continues to be required with your ACUP. The form has changed and requires less information than the previous form making it quicker and easier to complete.

REVISED Animal Care and Use Protocol Form

4/10/09 --The Animal Usage Form has been revised, streamlined, and updated with links to regulations and guidance documents and is now available on the IACUC website:  http://www.research.umn.edu/iacuc/download/#auf

Of particular note:

Protocol submissions may now be submitted electronically from the PI's x500 email as a single assembled pdf attachment.

New name - Animal Care and Use Protocol (ACUP)

Revised Appendix H (Blood Collection) and Appendix P (Antibody Production)

Discontinued Appendices:
Appendix O (grant agency information now supplied in the body of the form)
Appendix I (information should be included in 3B description of animal use)
Appendix L (wildlife appendix - use the wildlife protocol form instead)
Appendix N (placed on the website as Guidelines for Criteria for Euthanasia)

If you have saved the previous Animal Usage Form on your computer, please delete it and download the new ACUP and the ACUP Additional Part B.

This is a work in progress and any and all suggestions on the new ACUP are welcome.

Personal Protective Equipment (PPE) Requirements

10/01/08--The Institutional Animal Care and Use Committee (IACUC) and the University Office of Occupational Health and Safety have established requirements for personal protective equipment (PPE) to ensure that proper safeguards are in place for human and animal health. These requirements were established by a group of experts in occupational health and safety, animal care and use, and regulatory requirements. The requirements are effective immediately.

Principal Investigators are responsible for ensuring that all personnel working with animals are fully informed of the requirements and have the necessary equipment. These requirements apply to all persons who care for or use research animals at the Academic Health Center, College of Liberal Arts, and Hormel institute.
