Introduction

While your application is being considered, you may be in communication with the sponsor. These communications may be informal questions on budget or workscope, or they may be part of the formal review process.

The steps in the process are:

Negotiation
PIs negotiate workscope; terms of award are negotiated by SPA in consultation with PI.

Notification

Sponsors provide SPA with official award notice. If PI or department receives notification directly it must be forwarded to SPA for review and institutional acceptance.

Acceptance

SPA accepts the binding commitment on behalf of the Regents of the University of Minnesota.

The exception to these steps may be a sponsored fellowship. The stipulations of the FOA and the award may have the sponsor directly dealing with the PI for negotiation, notification, and acceptance.

In these cases it is still the responsibility of the PI to follow all regulations and University policies. If direct payment is made to the individual, income reporting laws must also be followed.
